Mayor Klein told the council on April 9 that Orange Village hosted a meeting of mayors from neighboring communities to discuss creating a First Calls program to provide mental-health linkage through 911.
Mayor Klein said the meeting included representatives from Beechwood, Pepper Pike, Warrensville Heights, Woodmere, Solon and Moreland Hills and was facilitated by Jerry Chaikin, city manager of Shaker Heights. Shaker Heights offered to act as an ombudsman to help advance the program. "Following the meeting, the group is considering a process to move forward," the mayor said.
The mayor noted a logistical challenge: some communities share the Chagrin Valley Dispatch (CVD) system and others do not, so implementation will need to account for multiple dispatch systems. CVD was invited and sent a representative. Mayor Klein said he was "very excited about the potential" and expected further responses from mayors and representatives as the group organizes a team to plan next steps.
The mayor framed the meeting as preliminary planning and did not announce any intergovernmental agreement or funding commitment at the meeting; next steps appear to be coordination among participating communities and dispatch systems.
