Commission backs Covington Point PD amendment to add two parcels, raise density and cap units

The Glynn County Mainland Planning Commission on April 8 recommended approval of a plan-development (PD) zoning amendment to add two parcels (approximately 23.4 acres) to the Covington Point PD (ZM-2350) and to revise development standards and uses. The Commission voted 7-0 to forward the recommendation.
Christopher Carey, Glynn County planning staff, described the request as an amendment to ZM-2350 to add the De Prater and Mackenzie tracts. Carey said the amendment would reduce a setback from 7 feet to 5 feet (with a 5-foot corner yard), increase density from about 3.6 to 8.7 units per upland acre, remove multifamily residential language and private childcare as allowed uses, remove the PD’s conditional-uses section, and cap maximum units at 171 (the PD previously showed a 490-unit maximum). Carey said the proposed exhibits show a total of about 125 units and that two preliminary plats are already approved for segments of the property.
Trevor Peters, project manager with Thomas and Hutton representing the landowner D.R. Horton, presented briefly and said he was available to answer questions. No members of the public spoke for or against the amendment during the public hearing.
A commissioner moved to recommend approval of ZM-25-7231 as presented; another commissioner seconded. The Commission voted 7-0 to recommend the amendment to the Board of Commissioners. Carey and Peters said the applicant anticipates a roughly three-year build-out and that the tracts would retain public water and sewer.
