Orange Village Council discussed a package of ordinances on April 9 that would amend how the village gives notice of code violations and clarify responsible parties for building-code enforcement.
Council members and staff said the amendments are intended to identify and reach the "principal responsible party for the property" rather than occupants who may not be able to act on violations. "Very often, there is an occupant that is in the property. They're the 1 that sometimes receives the notice and they don't have the ability to act on it. ... this modification allows us to get directly to those responsible parties for the property," a staff speaker said.
One ordinance (2025-8) was described as needing referral to the Planning & Zoning Commission because it touches zoning-related provisions; staff said that commission review is a required step before the council considers third reading. Another ordinance (2025-9) updates building-code sections and was discussed at first reading in the meeting. Staff and councilors discussed how different code sections overlap and whether language should be reconciled so that the more specific provision takes precedence in practice; staff said the prosecutor and code staff drafted the language to "streamline and make uniform the procedures." Council asked staff to review cross-references and precedence among sections.
