Becky Shaw of the city’s business development department presented a request for committee host approval that would allow the Public Finance Authority (a Wisconsin conduit issuer) to issue tax‑exempt revenue bonds to finance acquisition and renovation of several properties, including the Metro Schools College Prep facility in Minneapolis.
Shaw said federal and state rules require the municipality where a project is located to provide host approval for an outside issuer. The city previously granted similar host approval in 2023 but that authorization lapsed before bonds were issued; the current request seeks renewed host approval to permit issuance in 2025. The project paid a $5,000 host approval fee under the city’s conduit bond policy.
Council Member Ellison asked clarifying questions to confirm the bonds would not be city‑backed and that tax‑exempt conduit authority is not a limited resource like 9% tax credits; Shaw confirmed both points. Council Member Cashman said she would vote no, arguing the city should not encourage charter schools by facilitating conduit financing.
After discussion, the committee approved the host approval request. Committee members recorded four ayes and two nays on the item.
Why it matters: Host approval allows an outside conduit issuer to use federal tax‑exempt financing for nonprofit purchases without the city issuing the bonds directly. Supporters said the action does not obligate city taxpayers and facilitates financing for an education operator already leasing the property.
