The Minneapolis Board of Estimate and Taxation discussed a proposed full-time staff position and a draft work plan that would specify research and coordination duties for the new hire. The board agreed to receive and file the draft work plan and signaled preference that the position coordinate with existing city departments rather than duplicate existing finance work.
Vice President Cree Stinson described the hiring process: the first round of interviews and questionnaires for candidates had concluded, and a second round of interviews was being scheduled for two finalists. Stinson said she volunteered to sit on the second interview panel for continuity and said she expects the board will find "a really good fit." "This is looking really good for us," Stinson said, and she added that the new staffer should have access to professional development resources similar to other city employees.
The mayor cautioned that some items proposed for the work plan might duplicate material already produced by the finance department, such as mapping dollar flows, debt and levy reporting, and budget projections. The mayor suggested that, where reports exist, the new staffer should use or coordinate with department-produced materials rather than repeat the work. "It's not that it shouldn't be presented here, it certainly can be but that work is already done by the finance department and the concern is that we would just be having duplicative work," the mayor said.
Several commissioners said the new staffer could coordinate with finance and other departments to receive tailored, digestible briefings for the board rather than the full, detailed reports the finance department already prepares. Commissioners said that approach would speed distribution of information to board members and make meetings more efficient.
The clerk confirmed the board would "receive and file" the draft work plan; the transcript does not record a formal roll call vote on that action. Board members emphasized that the final work plan should clarify professional development expectations for the position, articulate coordination with intergovernmental relations and finance, and prioritize preparing BET-specific, abridged versions of finance reports.
There was no formal adoption of a hiring decision recorded in the transcript; the board discussed the job duties, interview schedule, and a plan to return with a more formal proposal to approve once candidates and job details are finalized.
