Coon Rapids updates: Highway 10 construction to start, property-value notices and solicitor rules

City staff provided several community updates at the March 18 Coon Rapids City Council meeting.
Highway 10 construction: Public works staff said they conducted a preconstruction meeting and that tree clearing for the Trunk Highway 10 project will begin immediately, with construction activity and lane/phasing work starting in earnest in early to mid-April. The project will add a third lane in each direction between Round Lake and roughly Hansen Boulevard. Staff said MnDOT maintains a project website and that residents can sign up for email updates on the project site; intermittent lane and access closures are planned in phased stages and advance signage will be posted.
Property-value notices and appeals: Staff reminded property owners that notices showing tentative property values for taxes payable in 2026 are arriving in the mail. The city’s local Board of Appeal and Equalization was announced in the meeting record; staff encouraged property owners to call the assessor’s office first to review concerns and noted the local hearing date in the packet (referenced in the meeting as April 20 at 7 p.m. in council chambers). Staff recommended contacting the assessor before attending the hearing to clarify valuation questions.
Solicitor licensing and enforcement: The city clerk explained that individuals soliciting door-to-door in Coon Rapids must be licensed by the city and wear a city-issued name badge; the licensing process includes a background check. Staff said the city holds companies accountable because companies sign letters authorizing their solicitors; violations or refusal to produce a badge can be reported to the clerk’s office or 911. The clerk said a list of licensed solicitors is available on the city website.
Other: Council members Butler and Carlson reported touring the Anoka County jail and said the visit provided background on needs driving a proposed new county facility.
