Coon Rapids council adopts consent items and authorizes bids for multiple capital projects

At its April 1 meeting the Coon Rapids City Council approved the consent agenda, adopted meeting minutes, and authorized bid solicitations for two maintenance projects.
On routine business the council adopted the agenda and approved the minutes from March 18, 2025. The consent agenda passed by motion and voice vote and included: appointment of Sarah Smith to the Arts Commission (term expiring 12/31/2027) via Resolution 25-50; acceptance of a right-of-entry agreement with JHM Medical Park LLC related to a 39,248-square-foot warehouse/office at 9255 Holly Street; appointment of Michael Hammond to the Sustainability Commission via Resolution 25-57; acceptance of donations and sponsorships (including $500 from Federal Cartridge, $2,000 from Gateway Fiber and $2,000 from Magnify Financial, plus anonymous donations totaling $818.75) via Resolution 25-54; receipt of the schedule of electronic payments; authorization to enter a corrected master lease agreement with Huntington Bank for a golf cart fleet via Resolution 25-55; acceptance of drainage and utility easements from Parent Custom Homes LLC for property at 11220 Dakota Street NW; and conditional approval to issue an on-sale 3.2% malt liquor, wine, 2 a.m. tavern and Sunday liquor license to JR Brown LLC d/b/a Time and Place at 3064 Coon Rapids Boulevard, contingent on background check, certificate of occupancy, Anoka County environmental and food-service approvals, and insurance.
On capital maintenance items, council authorized staff to advertise for bids for the 2025 reclamite maintenance project (Resolution 25-12 Sub 8) and for the Public Works building roof replacement project (Resolution 25-61 Sub 8). Both bid authorizations carried by voice vote. Council discussion on reclamite clarified the product extends surface life and is most effective roughly two to five years after reconstruction; staff said trails and parking lots could be considered in future maintenance plans. On the roof project, staff said the base bid will cover office and common areas and alternates will seek pricing for additional bays; the roof areas identified include sections estimated at 30–35 years of age.
All listed consent agenda items and solicitations were adopted by voice vote; the transcript records motions, seconds and the council response of 'aye' with no recorded roll-call tallies.
