Village of Jackson approves $3.815 million promissory notes, multiple capital payments and planning actions

The Village Board of the Village of Jackson on April 8 voted to approve a revised sale of $3,815,000 in general obligation promissory notes to fund capital projects, and approved a string of change orders, pay requests and land-use items tied to the village’s water, sewer and community center projects.
The board approved the notes after a presentation from Mr. Raymer of Ehlers, the village’s municipal finance advisor, who summarized the sale results, explained that the issue was reduced by $45,000 from presale estimates because of premiums on certain maturities, and said the bonds carried an affirming A1 rating with bond insurance that produced a AA-equivalent rating. Raymer said the sale produced lower-than-expected interest costs and that closing is scheduled for May 1, 2025.

- Jackson Community Center expansion: The board approved Change Order No. 5 for Moore Construction increasing the contract by $65,297 (the change order included a credit for unneeded protective film on some interior windows) and approved Pay Request No. 9 to Moore Construction in the amount of $380,285.
- Trash and recycling contract: The board approved awarding the residential trash and recycling contract to Green For Life (GFL), with the contract structured to mirror the current contract and with prescriptive pricing for years 1–5. Staff reported the recommended contract limits annual increases to roughly 3% year-to-year under the proposed pricing schedule and noted that GFL was the village’s incumbent provider.

- Conditional use and site plan: The board approved a conditional use permit and site plan review for N171W21860 Kamis Court (Designe to Construct), with an updated, denser landscaping buffer required after staff review; planning staff said the vegetation will take several years to fully establish.
Other business and recognitions - The board approved Resolution 205-13 recognizing Police Chief Ryan Boscule for graduation from the FBI National Academy, Session 293. - The board approved Resolution 25-14 recognizing Jackie Shue for attaining the Wisconsin Certified Municipal Clerk designation from the Wisconsin Municipal Clerks Association.
Next steps: Mr. Raymer said bond proceeds are expected to be available May 1, 2025.
