The Coon Rapids City Council adopted a five-item consent agenda on March 18 that included setting a public hearing for miscellaneous assessments, forwarding nominations for a watershed board, approving a Minnesota Department of Corrections work-crew contract, and accepting watershed grant funds for water-quality projects.
Council approved a resolution to set a public hearing on proposed miscellaneous assessments (resolution 25-44 as amended), which staff said is required by state statutes and allows appellants to be referred to the city's Board of Adjustment and Appeals. Staff read amended assessment figures into the record: total costs for abatements and administrative fees were read as $106,401.13.
The council also moved to nominate Mary Campbell and Ethan Campbell to the **** Creek Watershed District Board of Managers; the packet noted one nominee, Mary Campbell, currently serves on the board.
The council approved a two-year contract between the Minnesota Department of Corrections and the city for the Inter-Institution Community Work Crew (ICWC) program; staff said crews work under public works supervision to perform maintenance and minor construction projects.
Council adopted a resolution accepting cost-share grant funds from the **** Creek Watershed District for two water-quality efforts: annual contracted goose-management activities (to reduce E. coli and phosphorus loading) and a leaky sewer-service investigation. Staff said the city was awarded up to $10,000 for the goose project (up to 50% of project cost) and up to $26,100 for the sewer investigation (also 50%); the watershed district will disperse 80% of approved cost-share amounts upon agreement execution and remaining funds upon proof of completion; projects must be implemented by Dec. 31, 2026.
Finally, the council received the schedule of electronic payments covering transactions made by electronic funds transfer from Feb. 27, 2025, to March 12, 2025, as required by Minnesota statute.
Council member Carlson moved to adopt the consent agenda; Butler seconded. Council amended the assessment resolution numbers before adoption. The consent agenda carried unanimously.
