The Village of Jackson Budget & Finance Committee on April 8 approved minutes, routine payments and multiple project-related requests and contracts, and deferred action on a proposed $3.86 million general obligation promissory note sale to the village board.
The committee voted to approve the minutes from its March 11 meeting and recommended that the Village Board approve the March 2025 check register and the treasurer's report. Trustee Madder moved to approve the March minutes, and the motion was seconded by Trustee Wells; the committee approved the motion by voice vote.
The committee recommended several project payments and contract actions. It approved a decrease in an unspecified project cost of $88,166.05 following a recommendation from the Board of Public Works. It also recommended payment request No. 13 for the wastewater treatment plant and tertiary filters to JH Hassinger in the amount of $256,975; that motion was moved by Trustee Madder and seconded by Trustee Wells.
Committee members discussed a reimbursement request related to the wastewater treatment plant Clean Water Fund loan. The clerk initially read the amount as $256,205.45 and then corrected it on the record to $265,205.45; the committee moved to recommend that the Village Board approve reimbursement request No. 10 at the corrected amount.
The committee approved the Board of Public Works recommendation to award trash and recycling collection to Green for Life, with the contract to begin Jan. 1, 2026, as presented with recommendations from Brian Kovar.
On wastewater facility equipment, the committee reviewed quotes and voted to recommend purchase of a backup generator from Circle Electric for $251,437, with aluminum housing as specified in the quote.
The Jackson Community Center Expansion Project drew two actions: the committee moved that the Village Board approve change order No. 5 and separately recommended pay request No. 9 to Moore Construction in the amount of $380,285. During discussion the committee recorded two different figures related to the change order: a stated increase of $65,297 that would be deducted from the owner contingency fund, and a motion referencing an increased amount of $362,000. The transcript records both figures; the committee approved the motions and forwarded them to the Village Board.
The committee reviewed Resolution 25-15, titled in the record as authorizing issuance and sale of $3,860,000 general obligation promissory notes, Series 2025A, and agreed to defer that item to the Village Board meeting so it could be presented to the full board.
There were no substantive public comments recorded on the budget and finance items. The committee adjourned after completing its agenda.
