Committee approves mayor to sign West Roofing contract for North Park roof and siding work

The Utility, Safety and Environment Committee on April 9, 2025 approved an ordinance authorizing the mayor to enter into an agreement with West Roofing to perform roof, siding and concrete-support work at North Park, using the NCPA Omnia cooperative bid process to avoid a separate city bid. Committee members requested and approved an emergency clause.
Parks Director Reardon told the committee the scope includes the rink roof, siding and some concrete supports at the North Park entrance and that the work will include repainting those supports. “So the siding of the rink and some work on the concrete. I guess I'll call them supports. If you'll see them as you pull into north, they kinda go up the side. They'll be repainting those,” Reardon said.
Reardon said the city intends to use the NCPA Omnia contract so it would not need to run a separate bid process and asked the committee to authorize the mayor to sign the agreement with West Roofing. When asked, Reardon confirmed West Roofing is a local company and said the city has worked with them to obtain quotes on past projects. Mr. Oswald said he thought West Roofing was “a very good company.”
Reardon told the committee the work is time-sensitive because a locker-room project at North Park is starting soon and asked that the ordinance be proposed with an emergency clause. Law Director Deery advised that, due to application and contracting requirements, the item be proposed with an emergency clause.
The ordinance was moved by Mrs. Davis and seconded by Mr. Oswald. The chair called the question; committee members voted in favor and the motion carried. The mayor is authorized to sign the agreement and staff will coordinate scheduling with the locker-room project to minimize conflicts.
