Committee authorizes bid advertising for Gulf Road waterline replacement

The Utility, Safety and Environment Committee on April 9, 2025 authorized the mayor to advertise for bids and enter a contract to replace a water main on Gulf Road between Vista Court South and Hilliard, upgrading an existing 6-inch main to a 12-inch main. The committee requested an emergency clause and voted to approve the ordinance.

Engineer McCallops, the city engineer, told the committee the city expects Ohio Public Works Commission funds to resurface Gulf Road after July 1 and wants the water-main replacement completed before resurfacing begins. “What we want to do is move forward with the replacement of a water main on that section of gulf between Vista and Hilliard, where we would be upgrading an existing 6 inch to a 12 inch,” McCallops said.

McCallops said most project funding is in the 2025 permanent budget but the city is short $170,000 in the project line item. “We do have funds in our budget. We are short, $170,000 but we do have majority of it within, our '25, permanent budget,” McCallops said. He told the committee the finance department has been provided the project details for internal funding adjustments.

The engineer said the plans place the new main near the center or just west of center of the road and that the route will be in the roadway; as a result, “during this construction project, the road will need to be closed through traffic.” He estimated the work would take about 90 days once started.

The ordinance was moved by Mr. Oswald and seconded by Mr. Armstrong. The chair called the question; committee members voted in favor and the motion carried.

The committee instructed staff to advertise the project for bids and to return with a contract award to the mayor once bids are received and funding is finalized. The city plans to bid the project as soon as possible to allow construction to align with the resurfacing funds becoming available after July 1.
