Boston City Council approves bundle of grants, finance orders and resolutions; several hearings ordered

The Boston City Council on April 9 approved a series of budget and grant measures, adopted multiple resolutions, and referred hearing orders on public safety and overdose deaths to council committees.

Council action covered dozens of dockets listed at the start of the meeting, including annual appropriation and tax orders for fiscal 2026, limits on revolving funds for municipal programs, and multiple acceptances of federal and state grants to city departments and nonprofit partners. Many items were referred to the Committee on Ways and Means or to the appropriate subject committees for further review or were voted on and passed during the meeting.

The bulk of the items were routine acceptances of grant funding and limits on revolving funds. Examples included an appropriation message for fiscal 2026 operating and school budgets, an order authorizing up to $40 million in lease-purchase agreements for equipment and vehicles, and multiple revolving fund authorizations for parks, public safety, arts and schools. The council also accepted federal and state grants administered by the Office of Workforce Development, the Parks and Recreation Department, Public Works, and the Police Department, among others.

Councilors spoke briefly about a set of workforce and youth grants, with Councilor Gabriela Colette Zapata and Councilor Kendra Weber describing testimony by workforce program leaders at committee hearings. Weber said the grants support the Boston Tax Help Coalition and youth employment programs and urged the council to act promptly so federal and state funders are not delayed. "These grants help fund career services being provided to the Jewish Vocational Services downtown and ABCD in Nubian Square," she said during committee remarks.

Several committee reports were presented and accepted by voice vote. The committee on labor, workforce and economic development reported favorably and the council passed the committee recommendations for docket numbers 0294, 0295, 0400, 0405, 0454, 0526, 0529, 0531, 0642 and 0643, which together authorize multiple workforce and youth development grants administered by the Office of Workforce Development.

Other named items passed or were referred: a $850,000 grant for the Boston Regional Intelligence Center administered by Boston Police (docket 0847) was referred to Public Safety; an $800,000 U.S. Department of Agriculture workforce grant for tree canopy work (docket 0395) and a $449,710 MassDEP coastal resilience grant to build inland flooding databases (docket 0399) were reported out of the Environment committee and passed; and a Community Preservation appropriation (docket 0846) was referred to the Community Preservation Committee.

The council also adopted multiple resolutions and proclamations, including support for increased CPR training in high schools and language access legislation at the state level. Several ceremonial recognitions and memorials were read as well.

Matters requiring further hearings were referred: a hearing order on public safety and public health updates for Massachusetts Avenue and Melnea Cass Boulevard (docket 0857) was referred to the Committee on Public Safety and Criminal Justice, and a hearing order on opioid-related overdose deaths among older Black residents (docket 0858) was referred to the Committee on Public Health, Homelessness, and Recovery.
