At its April 9 meeting the Planning and Zoning Commission recommended denial of the preliminary plat for Grace Valley Ranch Phase 4A after staff identified multiple outstanding technical items that must be resolved.
Staff said the 16.25-acre (recorded by staff as 16.25025 acres) preliminary plat in the city’s extraterritorial jurisdiction (ETJ) would establish 81 residential lots and one open-space drainage lot (Lot 907). Utilities would be served by Green Valley Special Utility District and Green Valley Electric Co-op, staff said.
The city engineer requested an updated drainage plan that complies with FEMA guidelines and the Cibolo watershed hydraulic model produced by the San Antonio River Authority (SARA). Staff also said the applicant’s parkland-dedication letter indicated the unit exceeds the required acreage by 8 percent but did not identify where or how the requirement was met; clarifying the parkland dedication is an outstanding comment. Other pending items include confirmation of total acreage, showing temporary turnarounds on dead-end roads, updated curve-and-line tables, and minor formatting and legend corrections.
Because required technical documents and clarifications were not in hand, staff recommended denial and commissioners voted to recommend denial to mayor and council. Staff said it is available to assist the applicant in resolving the items and that the commission could see the item again when outstanding documentation is provided.
