Commission recommends denial of Saddle Creek Ranch Unit 9B final plat pending construction-plan and utility certifications

The Planning and Zoning Commission recommended denial April 9 of the final plat for Saddle Creek Ranch Unit 9B, citing outstanding construction-plan reviews and the lack of an updated certification from the water provider.
Staff reported the 8.623-acre final plat near Coy Lane and FM 1103 would establish 36 lots in Council District 3 and identified Green Valley Special Utility District (GBSUD) as the water provider and the City of Cibolo as sewer provider. The plat dedicates roughly 1,300 linear feet of roadway and includes streets named Saddle Park, Saddle and Cowboy Peak.
Staff said construction plans were still under review and that the city engineer recommended conditional approval pending those plans; however, because comments remained outstanding at agenda posting staff recommended denial. Staff also said they had not yet received an updated letter of certification from GBSUD regarding a 16-inch water main that affects Unit 9B.
Commissioners asked for clarification about the difference between the city engineer’s conditional-approval recommendation and staff’s denial based on outstanding comments. Staff explained the engineer would sign off if the construction plans were complete; staff must recommend denial when submittals are incomplete. Commissioners then moved to recommend denial “based on outstanding comments.” A second was recorded and the motion carried on recorded ayes.
Staff said construction-plan reviews were scheduled to be completed by April 11 and that an updated GBSUD certification remained required before final approval could proceed to council.
