Thurston County Fleet Services requests sole-source approval for Motorola radios to equip 18 new deputies

Thurston County Fleet Services requested authorization to enter a sole-source purchase with Motorola for radios to equip 18 newly funded deputies.
The purchase covers 18 mobile and 18 portable radios. Fleet staff said the equipment was included in a change request tied to the 2024–25 biennium to add positions in the Thurston County Sheriff’s Office and that the county is using pricing negotiated through a larger, implemented project (T CERN) that yields better pricing than NASPO; however, the existing contract does not allow piggybacking, so the county is requesting a sole-source determination for Motorola pricing. Staff also told the board the internal auditor, risk and the prosecuting attorney’s office have reviewed the purchase.
Interim Central Services Director Bruce Robroe was identified as the county contact for the item. Commissioners asked about the funding source; staff said public safety sales tax will cover the radios. Commissioner Emily Clouse asked to pull the item from consent to have it considered as a department item for the April 15 meeting so the board can separately vote or receive additional briefing.
