Commissioners advised to award $482,005 design contract for Grand Mound wastewater improvements

Thurston County Public Works requested that the Board of County Commissioners award a $482,005 contract to Grama Osborne for design of Phase 1 improvements at the Grand Mound Wastewater Treatment Plant.
Tim Wilson, water resources manager, told the board the project comes from the Ecology-approved Grand Mound General Sewer and Wastewater Facility Plan finalized in 2024. The Phase 1 design will upgrade the oxidation ditch, improve UV disinfection, and enhance solids handling to incrementally increase facility capacity. Wilson said the design contract authorizes the director of public works to execute the contract and amendments not to exceed 10% of the contract amount.
Public Works said the design project is intended to extend the facility’s service life conservatively into the mid-2030s; Phase 2 (a second oxidation ditch) was identified in the facility plan but has no funding identified yet. Wilson told commissioners the project will be paid for with sewer/residential rates and ratepayer funds rather than general fund dollars.
Commissioners asked about funding sources and phased timing; staff said Phase 2 is currently unfunded and remains years away. The board was asked to approve the contract award and allow standard amendment authority (up to 10%).
