The chief said the MOU has been renewed annually with administrative approval and requested council ratification; councilors expressed support and asked staff to continue the arrangement.
Cardboard recycling: Public works briefed the council on a proposal to replace four community cardboard dumpsters with a single 40‑yard dumpster and a free compactor provided by a recycling partner, with monthly pick‑up. Staff said the central option would be cheaper and consolidate collection, but councilors raised concerns about access for neighborhood users; no final decision was made and staff was asked to explore pilot options and alternative site plans.
Closed session: The council invoked closed session authority to consult with counsel about a potential liability concern under the Annotated Code of Maryland, General Provisions Article §3‑305(b)(7). A motion to adjourn to closed session was moved and seconded and the council voted in favor by voice.
