The Town of Babylon Rental Board on April 9 approved five rental permits or renewals, granted compliance deadlines for five other properties and adjourned a hearing after finding the required sign posting was not properly posted.
Board Chair Sal Mangano opened the meeting and read the board’s hearing procedures, including that applicants must post a notice sign and that the town uses the Townscape software to check for short-term rental violations. “The sign was not properly filled out nor was it up to the height of the town,” Mangano said when explaining why the hearing for 401 Holmes Avenue was being adjourned.
The most immediate outcomes included approvals for several applications: the board approved a rental permit for 1558 Ninth Street in West Babylon (applicant Diane Mitos), a single-family rental at 11 Devon Lane in Wheatley Heights (representative for the owner: Andrea Robinson Agaro), an LLC-owned property at 550 Oak Street in Copiague (represented by an attorney from the Law Offices of Susan Pearsat), 25 Canyon/Kenyan Avenue in West Babylon (applicant Aaron Ekdovich) and a renewal for 94 South 30 Sixth Street in Wyandanch (applicant Thomas London). Motions to approve were made and seconded on the record and carried by voice vote in each case.
The board also set compliance deadlines and inspection requirements for properties where inspectors or board members identified maintenance issues. For 104 Adam Street in Deer Park (applicant Cambert Bieniemy) the board set a compliance deadline of April 30, requiring the applicant to power-wash or repair a PVC fence, remove a deteriorated stockade fence and remove debris from the yard; an inspector will verify completion. For 12 Elm Street in Wyandanch (applicant Nandan Singh) the board extended the matter to April 30 to allow the applicant time to remove debris noted in inspection photos. For 6 Mitchell Avenue in West Babylon (applicant Jonas Pier) the board extended the deadline to May 21 and listed required repairs including debris removal, cutting overgrowth, replacing a rear walkway, repairing broken sections of the front walkway, painting handrails, repairing porch lattice and addressing a rusty rear door. For 3 Barnfield Road in Copiague (applicant Linda Dennis) the board extended the deadline to May 21 to replace a driveway apron and a broken sidewalk section. For 37 Overland Avenue in Amityville the board extended the renewal while requiring removal of debris and licensed removal of an old oil tank; the deadline was set for April 30.
When the board set deadlines it also described the verification process: applicants may submit photographs to the rental office when work is complete and the town’s inspector will return to confirm compliance. Mike Murray, a board member, repeatedly told applicants that staff would provide photos and allow time to complete repairs; Mark Smith and Marie Adesi (board members) made and seconded several motions to extend timelines.
On the procedural side the board explained that a hearing for 401 Holmes Avenue was being adjourned because the required public-notice sign lacked the hearing date/time and was not at the town-required height, which the chair said prevented nearby neighbors from being properly notified. The board instructed the applicant to reapply with a correctly posted sign so neighbors would have an opportunity to attend.

Why it matters
The board’s actions enforce town notice and property-maintenance requirements for rental units. Several approvals were granted after applicants confirmed agreement with the town’s application terms; where inspections or board members identified safety or maintenance issues the board set specific remediation tasks and deadlines and required photographic proof before inspectors reissue permits. The board reiterated that improperly posted legal-notice signs can delay hearings so neighbors have the opportunity to comment.
Next steps
Applicants given deadlines must either complete repairs and submit photos to the rental office or schedule town inspections. Where hearings were adjourned applicants must repost the legal notice sign at the town-required height with the hearing date and time and reapply so the matter can be rescheduled.
