Connor Casey introduced House Bill H.234 to clarify collective bargaining unit eligibility for adjunct faculty at the Vermont State College system and the University of Vermont.
Casey said the bill would ensure adjunct faculty become members of a relevant bargaining unit on either the effective date of their employment agreement or the first day they teach, whichever comes first. He described the current rule as requiring adjuncts to teach multiple semesters (commonly three semesters or six credit hours) before becoming part of the unit, which can leave newer or per‑course instructors excluded.
Casey said the change would reduce administrative confusion, stabilize working conditions for contingent academic workers and simplify unit administration for management and unions. He added that the bill is short and meant to address a “messy” process that makes it hard to determine who is in a unit at any given time.
Committee members asked clarifying questions about which institutions are covered; Casey said it would apply to both the Vermont State Colleges and UVM. No committee vote or amendment was recorded at the April 9 introduction.
