Calaveras supervisors approve purchase of Human Services building; board asks for roof inspection

Calaveras County supervisors voted to authorize the purchase of the building commonly known as the Human Services Building in San Andreas and directed staff to obtain a roof inspection before closing out details of maintenance and capital planning.
Assistant County Executive Officer Marcus Munoz told the board the acquisition would keep more than 100 Human Services Agency employees in a single San Andreas location and could save the county money compared with building new office space. “The purchase price is $5,900,000,” Munoz said during the presentation. He also told the board the building is about 32,000 square feet and that comparable new government construction costs approach $1,000 per square foot.
The agenda packet presented to the board listed a different figure for the purchase price. The public agenda language read that the board would be asked to "sign the purchase and sale agreement with BGK Real Estate Holdings LLC" with a listed purchase price of $10,900,000 plus fees; Munoz later stated the price under negotiation was $5,900,000. The board debated both the long-term savings and short-term maintenance risks.
Supervisors pressed for more information about ongoing upkeep and risk. Supervisor Topnelder asked whether the county had a recent roof inspection; Munoz said there was a structural review but no record of a recent roof inspection. The county executive officer told the board the county would treat the building as an asset and that funding for the purchase would come from human services–restricted funds rather than the general fund.
After discussion the board approved the purchase motion. The board also directed county facilities and staff to perform a roof inspection and report any major maintenance needs that might require negotiation or budgeting adjustments. The motion passed by majority vote; the clerk recorded four votes in favor and one opposed.
