Senate committee advances House Bill 1523 on bidding framework, 7-1

The Indiana Senate Insurance and Financial Institutions Committee voted 7-1 to advance House Bill 1523 to the Senate floor, Chairman Baldwin said during a morning session.

The bill, described by the chair as intended to provide a framework for bidding, was moved without amendments after the chair said he had consulted the bill’s author and interested parties, including bankers, commissioners and AIM. The chair said the committee will continue to try to refine the measure so it “achieves the goal of providing a bidding framework,” but that the panel would move the bill forward as received from the House.

Chairman Baldwin explained that discussions with the Legislative Services Agency and others had not produced language that he and staff considered fully workable, but he said he and others would keep working on the issue. “I had spoken to the author and all interested parties … and if we can do something on second that achieves the goal of providing a bidding framework I’m happy to do that,” the chair said.

On a roll call, the committee recorded the following votes: Senator Randolph — yes; Senator Cadora — yes; Senator Walker — yes; Senator Gaskell — yes; Senator Schmidt — aye; Senator Freeman — no; Senator Carrasco — aye. Senator Aulte was excused. Chairman Baldwin cast a deciding vote in the affirmative; the clerk recorded the tally as seven in favor and one opposed.

Outcome: the bill was reported to the Senate floor 7-1. The chair and participants said they expect to continue working with stakeholders on drafting refinements before later consideration.
