Council awards construction management and materials-testing contract for Stroh Road widening

The Parker Town Council on April 7 authorized a contract of $1,299,676 with Alfred Benesch (Benesch) to provide construction management, inspection and materials-testing services for the Stroh Road widening project (CIP 23-033).

Staff described the project limits as widening Stroh Road by two lanes to the south between J Morgan Boulevard and Matzenbacher/Crowfoot Valley Road, adding a new bridge over Cherry Creek, extending J Morgan Boulevard to the south to connect to a South Metro Fire Station and reconstructing existing pavement that has reached the end of its design life. Staff noted an intergovernmental agreement with Parker Water and Sanitation District for reimbursement of an effluent waterline installation associated with the project and said the construction contract had previously been awarded to FNF Construction Inc.

The town publicly solicited qualifications and received four proposals; the selection committee interviewed two firms and selected Benesch as the most qualified. Staff said Benesch will perform construction management and inspection, and will use a subconsultant for materials testing. The $1,299,676 fee represents approximately 7.3% of the roughly $17 million construction contract; staff characterized the fee as within industry norms. Town staff also described public communication plans — including message boards, an informational board near Stroh Soccer Park and newsletter notifications — to keep residents informed during construction.

Council members asked about resident notification and the industry range for professional services fees; staff said the town will deploy message boards and mail/news notifications and said construction-management fees typically range around 6–10% depending on project scope. No public comment was received on the item.

A motion to approve the staff recommendation carried unanimously.
