Council approves amended Douglas County Youth Initiative intergovernmental agreement; Parker’s contribution increases

The Parker Town Council on April 7 approved an amended and restated intergovernmental agreement (IGA) to continue joint funding and administration of the Douglas County Youth Initiative. The amendment updates participant lists, resets effective dates, increases the program funding totals and revises cost-sharing amounts among partners; Parker’s share increased from $19,800 to $25,000.
Town Manager Michelle Kivelotte told council the IGA had not been updated since 2016 and was initiated by Douglas County in coordination with the Youth Initiative director to reflect increased program costs and to add Castle Pines as a formal member. The updated agreement also clarifies that termination by a party requires 90 days’ notice instead of the previous 60 days.
Councilmembers and staff described the program as a multi-jurisdictional partnership that supports youth services countywide, including programs that provide direct youth support, wraparound services and countywide youth events. No members of the public spoke during the council’s hearing on the amended IGA.
Councilmember Wilkes moved to approve ordinance 9.247.1 on second reading; Councilmember Franzen seconded. The council approved the ordinance on second reading unanimously.
