Supervisors to seek formal presentation on proposed Collinsville maritime project after public objections

Public comment at the April 8 Solano County Board of Supervisors meeting criticized proposed development activity associated with the so‑called California Forever/Collinsville concept. Michael Hayes said reuse proposals for waterfront property risked diverting investment from established communities and questioned the involvement of retired military leaders in the project.
In board-member comments Supervisor Kai Williams said she had been linked publicly to an assemblymember’s committee on the project but clarified she is not participating in any committee reviewing it and said the board has exclusive land-use jurisdiction for the area in question. Williams asked for a formal, public presentation at the board’s April 22 meeting to explain what is allowed under the county general plan for Collinsville, and to provide any proposers an opportunity to present project concepts directly to the board and public. Chair Mitch Mashburn agreed to schedule that presentation and asked staff to keep the April 22 agenda light to accommodate public interest.
The board did not take a policy vote at the April 8 meeting. Members emphasized that cities and other jurisdictions do not have unilateral authority over the county’s unincorporated lands and said any formal proposal would come through the board’s land‑use process. The chair said the board would consider further action only after hearing formal proposals in open session.
