Solano County supervisors adopt resolutions recognizing community observances and honor an employee

The Solano County Board of Supervisors on April 8 adopted multiple resolutions recognizing community observances and presented its April employee of the month, voting 5-0 on each item.
The board adopted a resolution honoring Ruth Love on the occasion of her 100th birthday, noting her longtime residency in Vallejo, service with Friendship Missionary Baptist Church and role in organizing Solano County’s first Black American Girl Scout troop. The board then adopted resolutions recognizing April 13–19, 2025 as Animal Care and Control Appreciation Week and April 2025 as National Financial Literacy Month; representatives from the sheriff’s office and Valley Strong Credit Union spoke in support of those items.
The supervisors also approved a resolution recognizing April 11–17, 2025 as Black Maternal Health Week in Solano County. Representatives from Solano Hills’ Black Infant Health and maternal-health programs described services including one-on-one case management, doula support and perinatal mental-health resources and announced a free public seminar and outreach events. The board later adopted a resolution recognizing April 2025 as Fair Housing Month and heard remarks from local real-estate groups. The board adopted a resolution recognizing National Public Safety Telecommunicators Week and received remarks from Sheriff’s Office staff and the dispatch manager, who described retirements and a dispatcher-of-the-year award.
Separately, the board’s county administrator recognized Emily Shepherd as the county’s April employee of the month; Ian Goldberg and Emily’s supervisor described her duties greeting visitors to the County Administrator’s Office and supporting operations.
All resolutions were approved by unanimous 5-0 votes. Several presenters encouraged residents to attend upcoming community events tied to the proclamations, and multiple department representatives highlighted volunteer and outreach opportunities.
The actions required no further direction; staff and invited presenters provided program information and outreach details.
