Council passes consent package including labor deal, road repair contracts and water services; roll calls unanimous

Solon City Council approved the consent agenda by unanimous roll calls. The ordinances included collective bargaining, public-works contracts and professional services for the water reclamation department; each ordinance was declared an emergency and advanced by council vote.

Key items approved on the consent agenda:

- Ordinance 2025-75: Authorizes the mayor to enter a collective bargaining agreement with the International Brotherhood of Teamsters Local 436 for building inspectors for Jan. 1, 2025–Dec. 31, 2027. (Council described it as reviewed by the law department.)

- Ordinance 2025-76: Accepts the base bid and alternate bid of Katz Construction for the 2025 annual concrete repair program and declares an emergency; the amount read into the record was $3,319,030.70.

- Ordinance 2025-77: Awards the 2025 annual asphalt repair program to Crossroads Asphalt (base bid sections A–D and alternate 1) as the lowest and best bidder; the amount read into the record was $1,132,000.

- Ordinance 2025-78: Accepts the base bid of Ohio Bulk Transfer Company for a two-year sludge hauling services contract for the Water Reclamation Department, declaring emergency. The ordinance identified pricing read into the record as $650 per load for year one and $700 per load for year two.

- Ordinance 2025-79: Waives the competitive selection process and authorizes a one-year contract with Neo Environmental Services for professional administration of the pretreatment program at the water reclamation facility, in an amount not to exceed $240,000; the waiver was made under Purchasing Policy Codified Ordinance 234.03 and was presented as an emergency.

Council moved to approve the consent package under suspension and then voted for final passage; roll-call votes were recorded as unanimous yes.
