The bill requires a petition signed by 35% of eligible voters in the district before a recall election may be scheduled, limits petitions to one per elected term, and aligns any recall election with the next scheduled school board election to avoid standalone special elections.
Gary Newton of Arkansas Learns testified in support, saying the intent is to "elevate these positions to the importance that they have in communities" and that school boards are among the most influential local officials for local budgets and student outcomes. Committee members asked technical questions about vacancy appointments and timing; testimony and staff explained that current code provisions for filling vacancies (board appointment, then quorum court if the board fails to act) would continue to apply.
A committee amendment was adopted to clarify language and align the procedures with existing election code. After discussion the committee voted and advanced the bill as amended.
