Committee approves bill shielding farmers who follow state nutrient management plans from certain lawsuits

Senator Crowell presented House Bill 19‑28, which provides protections for farmers who apply poultry litter and other soil nutrient sources in accordance with state‑approved Nutrient Management Plans (NMPs). Crowell said the measure targets family farmers who follow the state rules and would not shield bad actors who do not comply.
Bridal Martin, a poultry producer, testified in favor, saying the NMP is a comprehensive plan with buffer zones and watershed protections: "If you follow the guidelines and are up for litigation against you, you know, there's no sense in following the plan to begin with." Farm Bureau and the Poultry Federation also told the committee they led the industry effort and supported the measure.
Senators asked no further questions; the committee adopted the motion to pass and the chair announced the bill passed out of committee.
