Council expands downtown outdoor refreshment area to include more West Main businesses

Newark City Council on April 7 voted 9–0 to adopt Resolution 25‑11, expanding the city's designated outdoor refreshment area in downtown Newark and enacting related regulations.
The council opened a public hearing on the resolution and invited comments. Kyle Smith of 30 Bird Avenue asked, "Where is this expanding to? What's the new branch?" A council member responded that the expansion would extend farther west and would incorporate businesses on West Main Street, including the business known as "Munchies" and an upstairs axe‑throwing business noted during the hearing. During public comment the change was described as normalizing operating hours to 10 a.m. to 10 p.m., and the resolution text read at the meeting set hours consistent with that statement.
Resolution 25‑11 was sponsored by Council members Rath, Labutis, Cost, Barker, Marmey and Blime and, after the public hearing closed, Council member Rath moved adoption; the motion was seconded and passed by roll call. The ordinance language read at the hearing described expanding the designated outdoor refreshment area and enacting regulations regarding its operation.
Council followed its standard practice of asking speakers to identify themselves for the record during the public hearing; no substantive amendments to the resolution were made on the floor. The council closed the hearing, adopted the measure 9–0 and filed the resolution for the city's records.
