Machesney Park liquor commission recommends new ‘Class CT’ caterer license to village board

The Machesney Park Liquor Commission voted unanimously at its April 2025 meeting to forward Ordinance 0825 to the Village Board with a positive recommendation to create a new “Class CT” caterer liquor-license classification.
A village staff member told commissioners the proposed Class CT license “would allow a caterer to serve alcoholic liquor at a banquet facility as an incidental part of cater food service.” The staff member added that, under the proposed regulation, the license holder “must also hold a valid liquor license from the state.”
Staff said the new license class is intended to accommodate new business development in the village. The staff presentation, included in commissioners’ meeting packets, said all Class CT license requests would come before the Liquor Commission and the Village Board and that “other supplemental terms may also be specified in a Class CT license as deemed appropriate by staff.” The staff recommendation to approve Ordinance 0825 was read at the meeting.
Commissioners moved and seconded the ordinance (motion by Trustee Keish; second by Trustee Higgs). With no discussion from commissioners and no public comment, the commission chair called the vote; commissioners responded in the affirmative and the motion carried unanimously, 4-0, with one member absent. The commission recorded that Ordinance 0825 will be placed on the Village Board agenda for its April 21 meeting with a positive recommendation from the commission.
At the start of the meeting commissioners approved the Jan. 21 minutes (motion by Trustee Wilson; second by Trustee Kidd) by voice vote and later approved a motion to adjourn (motion by Trustee Keith Kibbs; second by Trustee Sykes). No public comments were offered on the ordinance.
The ordinance creates a new local license category and does not by itself issue licenses; individual Class CT license applications would require subsequent review and approval by the Liquor Commission and the Village Board.
