Senate panel forwards three Police Standards Council nominees to joint session

Committee chair Senator Wilikowski opened the confirmation hearing, and each nominee described relevant experience. Timothy Collins, who identified himself as a sergeant with the Alaska State Troopers, summarized roughly 13 years in law enforcement, including patrol, detective work and instruction on ethics and policing. "It's a tremendous honor to be considered for a position within the Alaska Police Standards Council," Collins said during his remarks.
David Ross, identified as the police chief for the City of Kenai, told the committee he has worked at the Kenai Police Department for about 24 years, including nearly nine years as chief, and said he has served on the council for the last three years. Daniel Carruthers described roughly 28 years with the Department of Corrections, including superintendent duties at Lemon Creek and work as a probation officer; he said those corrections roles inform his view of training and standards relevant to the council.
After the three nominees answered committee questions and no members registered objections during the public testimony period, Senator LV Gray Jackson moved that the committee forward the three appointments to the joint session. "I move the appointments of Daniel Carothers, David Ross, and Timothy Collins for the Police Standards Council be forwarded to the joint session for consideration," Gray Jackson said. The committee chair announced there were no objections and the appointments would be forwarded.
The committee opened the record for public testimony on the nominations; no members of the public testified. The action recorded in committee was forwarding the nominations to the joint session for consideration; the committee did not take a roll-call vote on the confirmations themselves.
The committee then recessed for a brief at-ease and moved on to other agenda items.
