Staff said the city conservatively anticipates $800,000 from HUD plus $75,000 in program income, leaving roughly $130,000 available for public‑service grants under HUD rules that allow up to 15% of expected entitlement funds to be used for such services. The application window produced 19 submissions; three were found incomplete or ineligible and the committee scored the remaining 16. The total requests exceeded $585,000, making this the most competitive round in recent program history.
The committee recommended funding 10 programs under the plan‑A scenario (approx. $130,000 available after the conservative HUD estimate). Staff noted that award amounts for nearly all recommended recipients had to be reduced from their requested amounts to fit available funding; the committee also prepared plan‑B ($100,000) and plan‑C ($70,000) allocation scenarios should final HUD entitlement or program income be lower.
Staff emphasized that 51% of beneficiaries for CDBG‑funded public services must be low‑ and moderate‑income residents of the city, and that subrecipients must document client residency data. Organizations not selected or found ineligible will receive notification and feedback to improve future proposals, staff said.
