City planning staff updated the council April 8 on a proposed Planned Unit Development (PUD) overlay and rezoning for the Dobb Farm / Landis Road area and recommended additional review after council members raised multiple concerns.
The project applicant submitted an amended exhibit after the March public hearing and the planning commission recommended against the specific configuration as proposed, though not against the concept of a PUD at that location. Staff noted that an existing annexation agreement governing the property contains conditions negotiated when the land was annexed; that agreement would need to be amended by mutual consent of the applicant and the council for the proposed layout to proceed.
Council members and staff focused discussion on transportation and access — including whether a second entrance and a new road to the dual highway would be guaranteed — and on the adequacy and character of proposed open space. Staff said road improvements and signalization are ultimately subject to State Highway Administration and county roads standards and that technical agencies must review traffic engineering. Staff suggested options: continue discussions with the developer, request additional information and possibly reopen the record to accept new evidence and public comment, or deny the request.
Council members expressed the desire for stronger guarantees on road access, clearer open‑space programming and more information on school capacity impacts; staff noted the city does not have an adequate public‑facilities ordinance governing schools and that other agencies (county schools, SHA) would provide technical input. The staff recommendation was to continue discussions and return with clarifying materials and legal input on annexation agreement amendments before taking a final vote.
