The Sylvania City Council on April 7 approved a set of emergency ordinances and motions covering labor contracts, facility repairs, engineering services, mass notifications and an intergovernmental agreement. Actions taken by voice vote with no recorded opposition included:
Collective bargaining: Council approved Ordinance 46‑2025 authorizing a three‑year collective bargaining agreement (retroactive to Jan. 1, 2025) with the Fraternal Order of Police Ohio Labor Council on behalf of Sylvania police clerks. The agreement provides a 4% wage increase similar to other recent police contracts.
Roofing contracts: Council accepted the low bid from Freedom Roofing, Windows and Siding LLC (Woodville, Ohio) and approved Ordinance 47‑2025 to award a contract for roof replacements at three municipal sites (water meters building on Maplewood Avenue, Monroe sanitary sewer pumping station, and the Main/Brent Road water pumping station). The contract award was for $69,734; staff will allocate $55,114 from the water fund and $14,620 from the sanitary sewer account.
Eldon Ditch engineering amendment: Council approved Ordinance 48‑2025 to amend the city’s agreement with Bishpac for additional engineering services for Eldon Ditch Phase 3 and increase the proposal by $4,378 to prepare a jurisdictional‑determination package for the U.S. Army Corps of Engineers.
Alert notification system: Council approved Ordinance 49‑2025 to continue the city’s participation in Lucas County’s wireless alert system, migrating to Everbridge. The city’s estimated share was listed as not to exceed $3,200; countywide costs were estimated at $56,701 with Lucas County 9‑1‑1 covering the first $25,000.
Intergovernmental agreement: Council approved an ordinance authorizing a formal agreement with the Lucas County Board of Commissioners that documents the county’s offer to represent court personnel in litigation; transcript shows ordinance number reported both as 50‑2025 and 52‑2025 and council approved the measure as an emergency ordinance by voice vote.
Planning referral: The council referred Special Use Permit SUP‑1‑2025 (request to use two suites in a B‑4 zoning plaza for a church) to the planning commission for review and recommendation.
All measures were moved and seconded and approved by voice vote with no recorded opposition; where roll‑call tallies were not given the meeting recorded unanimous 'aye' voice votes. Council noted some items were budgeted in 2025 and staff described funding sources and next steps where applicable.
