House designates Aug. 25 as Oregon Adoption Day in bill laden with personal testimony

House Bill 2019, which designates August 25 as Oregon Adoption Day, passed the House after a lengthy, personal floor discussion in which several representatives described their own adoption experiences.

Representative Elmer, the bill carrier and an adoptee who said the chosen date is the day of his own adoption, described the measure as “simple in form but profound in meaning” and urged colleagues to support a day of recognition for adopted children, birth parents and adoptive families. “By passing this bill, we send a message to every adopted child in Oregon. You are seen, you are loved, and you matter,” he said.

Multiple members spoke in support and shared personal stories about adoption—Representative Younger, Representative Edwards, Representative McLean and Representative Osborne each described family experiences, while Representative Bridal and others spoke about relatives who adopted.

Supporters framed the bill as bipartisan and symbolic: it establishes an annual day of recognition rather than creating a program or funding. The bill language in the reading also included an emergency clause in the clerk’s read of the title.

Representative Elmer closed by thanking colleagues for the floor discussion and the cross‑party support and the House proceeded to final passage; the clerk opened the voting system and the bill was declared passed after receiving the constitutional majority.
