Representative Cropp, the bill’s carrier, said the measure replaces outdated terminology in Oregon Revised Statutes chapter 25, clarifies that the agency provides program services (not just enforcement), and expands delivery methods by allowing certain notices to be delivered electronically or by first-class mail if the recipient authorizes it. “For providing technical fixes and statutory updates, we effectively modernize ORS chapter 25 to better serve Oregon families,” Cropp said.
The bill also closes a gap created by a 2019 law (Senate Bill 854) that allowed some occupational licensing using ITINs. Cropp and other supporters said HB 3348 gives the Department of Justice additional avenues to locate parents who use ITINs and to pursue child support obligations when Social Security numbers aren’t available.
Representative Javedi described the bill as a conservative, practical fix that does not expand government or spending but allows agencies to exchange data to improve enforcement in near real time. Supporters said the measure also clarifies penalties for misuse of private records by state employees.
Representative Wallen, who said she had not known the bill previously, supported it and signaled more related legislation may follow through the judiciary committee.
The House voted to pass the bill; the clerk recorded that House Bill 3348 had “received the constitutional majority” and was declared passed.
