The House Committee on Commerce and Consumer Protection on April 8 adopted amendments and advanced House Bill 2380, a measure to create a provisional certificate for cosmetology fields that lets holders work under the supervision of a licensed practitioner.

The amendment also set an operative date of Jan. 1, 2027 and included an emergency amendment option.
Why it matters: Proponents said the change would expand workforce opportunities in underserved or remote parts of the state by allowing supervised on-the-job training where distance to accredited schools limits options.
Discussion and committee action - Insurance and competency concerns: Committee members asked whether existing liability and competency protections cover provisional certificate holders. A committee member said their understanding is that when a provisional practitioner works under a licensed cosmetologist, that practitioner would be covered by the supervisor's applicable insurance. Staff noted Oregon Health Authority concerns were addressed in prior amendments. - Redundancy queries: Some members asked whether providers already offer competency programs; committee testimony and the amendment's framing address that existing protections remain in place while allowing provisional practice under supervision.
The committee adopted the dash-4 amendment, then voted to send HB 2380 as amended to the House floor with a due-pass recommendation and a rescinded referral to the Joint Committee on Ways and Means.
