House approves $35M–$47M appropriations package to fund summer learning grants

The Oregon House passed House Bill 50 47 on April 9, providing dedicated funding for the summer learning grant program established in House Bill 2,007. Representative Diego Ruiz described the measure as the funding companion that turns policy into a multi-year investment.
What the bill does: for the 2023–25 biennium it appropriates $35,000,000 from the general fund for deposit into the summer learning grant program fund for the 2025 summer program and establishes a $12,000,000 Other Funds expenditure limitation to cover expenses for the month that falls within the current biennium. For the 2025–27 biennium it appropriates $47,000,000 for the 2026 summer program and the start of 2027, and establishes a $70,000,000 Other Funds expenditure limitation to cover the full cost of the combined program years described in the bill.
Supporters framed the funding as necessary to provide predictable, sustained support so districts and community partners can plan curriculum, staff training and partnerships. Representative Ruiz said, “If we want to change the trajectory of reading outcomes in Oregon, we cannot stop passing a policy bill. We have to commit to it and we have to build a foundation that is reliable, sustainable, and equitable.”
Outcome: House Bill 50 47 received the constitutional majority on third reading and was declared passed. Floor discussion included representatives noting that current grants reached 64 districts previously and expressing interest in expanding coverage to more districts in future biennia.
