The Bonner County Ambulance Service District voted unanimously Thursday to enter into a bookkeeping and payroll services agreement with Jennifer R. Wyman LLC beginning July 1, 2025, at a rate of $1,200 per month and a one-time $600 setup fee.
The contract was approved after the district’s new attorney, William Unkeny, reviewed terms and confirmed the bookkeeper’s insurance and other required certifications. Chief Lindsay told the board, “I did receive a copy of the contract last night, and it was, approved by the both our legal and the, bookkeeper, Jennifer Wyman.”
The agreement incorporates a separate engagement letter identified in the meeting as the Exhibit A Scope of Work. That engagement letter sets payment terms that allow 30 days for payment before interest applies and states that invoices not paid within 30 days are subject to a 1.5% monthly interest fee. Board members asked that the contract itself either reference the engagement letter or be amended to include the same late-fee language so terms are unambiguous.
The board also confirmed that the contract includes termination language in sections 6A and 6B, and the document was amended to add certifications referenced by staff concerning China, Israel and abortion-provider restrictions. Chief Lindsay said staff would correct the legal name on contract documents so they read the district’s formal name; the district operates as Bonner County EMS.
During deliberation a board member read the motion aloud: “Based on the information before us, I move to enter into an agreement with Jennifer R. Wyman LLC for bookkeeping and payroll services beginning 07/01/2025, at a rate of $1,200 per month with a 1 time $600 setup fee.” The motion received a second, and the board then took a roll-call vote. Commissioner Dunphy voted yes; Mr. Mullins voted yes; Commissioner Brown voted yes. The chair announced, “Motion passes,” and adjourned the meeting at 11:47 a.m.
The district directed Chief Lindsay to update the contract language to clearly identify the engagement letter as Exhibit A (or to append the engagement letter to the contract) and to ensure the district’s legal name is used on all executed documents. Jennifer R. Wyman is expected to sign the finalized contract before the July 1 start date.
