Assemblymember Warner sponsored a resolution asking Gov. Kathy Hochul to proclaim April 6–12, 2025, as Crime Victims Rights Week. "Crime can leave a lasting impact, physical, financial, emotional, on people of all ages and abilities of all economic, social, racial backgrounds," Assemblymember Warner said, citing the Victims of Crime Act (VOCA) and a decline in available VOCA dollars that funds victim-assistance programs. The House voice vote resulted in adoption of the resolution.
Assemblymember Walsh spoke in support of the victims-rights resolution, urging lawmakers to keep victims’ rights and access to services in mind while the legislature negotiates budget and criminal justice policy changes. "I think it's very important, as those conversations occur, to keep in mind the rights of victims to crime," Walsh said.
Assemblymember Tinoosos introduced a resolution memorializing the governor to proclaim April 2025 as Parkinson's Disease Awareness Month. "Parkinson's disease, unfortunately, is a disease with no cure. It claims hundreds of thousands of lives every year, globally. It has personally affected my family," Tinoosos said. The resolution was adopted by voice vote.
Assemblymember Rajkumar introduced a resolution requesting the governor proclaim July 23, 2025, as Egyptian Heritage Day in New York, describing contributions of Egyptian Americans statewide. That resolution was also adopted by voice vote.
On the consent calendar, the clerk read Assembly Bill 6953A (rules report 144), "An act to amend the General City Law." After the reading that recorded the bill’s immediate effective date, the clerk recorded the roll-call vote: Ayes 145, Noes 0. The clerk announced, "The bill is passed."
Also on consent, Assembly Bill 7412 (rules report 145), "An act to amend the Alcoholic Beverage Control Law," was read with identical immediate effective-date language. The clerk recorded the roll-call vote: Ayes 145, Noes 2, and announced the bill passed.
Several brief ceremonial introductions and recognitions preceded and followed these items, including greetings to visiting delegations and student-athletes; those ceremonial remarks did not affect the formal votes recorded on the calendar.
Members were informed on the floor that additional conference activity might be needed after the day's floor work and that a traditional West Point celebration would be held at noon.
