Tipp City Council approves budget amendments, funds Kyle Park pickleball courts and continues tax incentive

Tipp City Council on April 18 approved two ordinances that amend the city’s 2025 appropriations, authorized a $252,876.60 contract to build pickleball courts at Kyle Park and voted to continue a tax incentive for a local project.
The council passed Ordinance 3 25 to amend the 2025 operating budget to reflect a property purchase the council authorized in 2024 but that did not close until 2025. The ordinance was introduced by Mr. Liddy; no members of the public addressed the ordinance during the public hearing, and the council voted unanimously to adopt it.
The council also adopted Ordinance 4 25, which moves up an appropriation for the design of Substation 2 from next year into 2025 because of the substation’s age. The ordinance was sponsored by Mrs. Pittenger; no public comments were offered and the council approved the measure unanimously.
Council members authorized a resolution for the Kyle Park Pickleball Courts project, directing the city manager to enter into a contract with Outdoor Enterprise of Tipp City for $252,876.60. According to staff, the bid from Outdoor Enterprise came in substantially under the project estimate. The council voted unanimously to award the contract.
Finally, the council accepted the recommendation of the Tax Incentive Review Council to continue the incentive described in the meeting record as “law 14, the Meyer Automated Warehouse, Monroe Federal in Randall Residence.” The motion to accept the recommendation was moved and seconded and passed without public comment.
