Council adopts amended contracts for dispatchers and animal control (Ordinance 9-25)

On April 8, 2025, Bexley City Council adopted amended ordinance 9-25 on third reading to approve collective bargaining agreements between the Fraternal Order of Police, Ohio Labor Council, Inc., and the city. The ordinance covers the dispatcher unit and the animal control officer unit, which the city said are represented by the FOP.
Miss Saad, sponsor of the ordinance, described prior negotiation history and said the two contracts are substantially identical except for dispatcher-specific language addressing 24/7 operations and vacation detail, which the single-person animal control office does not require. The ordinance was revised on the floor to clarify exhibits: council approved a motion to amend section 1 so the record more clearly distinguishes the two exhibit files (dispatch and animal control) and added minor recital edits (including the addition of the letter “s” to a cited GRAMA reference and an explicit listing of animal control officers in the recitals).
Miss Saad moved to adopt the amended ordinance; Mr. Marcelino seconded. Auditor McPeek called the roll for adoption; the final roll call recorded all council members voting yes (Marcelino, Silverman, Markham, Feibold, Hurley, Lampe, Saad). The city attorney and staff confirmed that the animal control contract otherwise mirrors the dispatch agreement except for vacation and 24/7 operational language specific to a one-person shop.
The ordinance takes effect as provided in the contract language; council did not identify additional conditions or amendments beyond the technical exhibit labeling and recital changes recorded during the session.
