The Bryan Planning Commission approved the final plat for Autumn Chase Phase 4, a Welling Construction subdivision, at its March 3, 2025 meeting after staff reported corrections to utility easements and discussed pedestrian and emergency access.
The commission's approval completes the planning-stage review and forwards the plat to the Bryan City Council for final action. Commission staff said a 5-foot utility easement previously shown on the plat was revised to a 10-foot easement and that the building setback line should be adjusted to stop at that 10-foot utility easement to match the recorded setbacks.
Commission staff also noted a public pedestrian easement on the south side of Lot 51 that will carry a sidewalk to Portland Street; that easement was discussed at the prior meeting and appears on the revised final plat. During public comment, a local association representative and the fire chief raised concerns about circulation and a secondary exit for the subdivision; the fire chief said the subdivision currently presents a bottleneck and had expected a future connection to Ashley as a secondary exit. Mike Straley of the Long Chase Small Ridge Association said sidewalks would be constructed in front of houses and asked about construction equipment and staging.
"So we will direct the construction equipment to come off of Portland Street with a temporary access," Andrew, city planning staff, said, adding the city will bid and control the project and attempt to keep large trucks out of the subdivision during construction.
A motion to approve the final plat was made and seconded; the commission recorded a roll-call vote in favor. The roll call as recorded in the meeting transcript: Jack — Yes; Mayor — Yes; Tyson — Yes; Rob — Yes; Bridal — Yes; Unidentified (name redacted on the recording) — Yes. The chair announced the motion carried and the final plat approved; staff said the plat will go to city council in two weeks for that body's consideration.
Commissioners and staff said the plat still requires a final technical correction to align the 15-foot building setback with the revised 10-foot utility easement before the council packet is finalized.
