City manager updates council on Honey Creek bond/TIF and code rewrite work

City Manager Kitzko told the council the largest update in his report was a Honey Creek bond agreement tied to the D.R. Horton development; staff expect the agreement to be ready to introduce at the April 21 meeting and said an attorney in Columbus is finalizing terms.
Kitzko said the TIF arrangement will include the developer donating a corner of land adjacent to Haddix Field and that part of the project scope is reconstructing Mill Road and adding parking. "Part of that is, you know, the TIF, them re donating that corner of land by the ball haddocks ball field between the 2 properties, getting that to us. And then they're gonna rebuild some of... Mill Road and redo Mill Road and then add a parking lot in there," Kitzko said.
On code amendments, Kitzko reported staff had consolidated redundant language and simplified organization, noting other jurisdictions (City of Springfield and Clark County) have produced simplified, diagram-based code sections. He said the draft rewrite is near complete and that the new city manager and planning staff may work with a consultant to finalize regulatory language and diagrams.
Why it matters The Honey Creek/TIF and bond agreement involve developer contributions of land and infrastructure work that could affect parking and road condition in the project area; a finalized TIF agreement will determine what the city receives and what infrastructure the developer will deliver.
