The Oshkosh Common Council on April 8 approved Resolution 25-173, a budget amendment and professional services agreement with Associated Appraisal Consultants, Inc., to provide city assessor services and support compliance with Wisconsin Statute 70.05.
Councilmember Larson asked whether the contract includes accuracy expectations. Staff described the role as broader than a periodic revaluation, explaining that the city assessor performs multiple statutory tasks for the municipality. The city has been unable to recruit a permanent assessor despite HR efforts, staff said; the consultant firm serves as city assessor for about 45 other Wisconsin communities and will perform required assessor duties while the city continues recruitment efforts.
Council voted 6-0 to approve the resolution. Staff will implement the contract terms and continue recruitment for a permanent city assessor position.
The contract is intended to ensure continuity of mandatory assessor functions and to support the revaluation process where needed, while maintaining compliance with statute 70.05.
