Council amends municipal code on connection charges to allow spreading costs

The Oshkosh Common Council voted April 8 to adopt Ordinance 25-164, amending Chapter 21 of the municipal code to reorganize public construction and service provisions and revise how connection charges are paid.
Councilmember Flom said the changes are intended to allow property owners — including those annexed without asking — to spread connection charges over time and align payment terms with recent special assessment practices. "For some people who didn't ask to be annexed into the city...they may want to spread that out over time," Flom said, adding that the amendment ties into the council's ongoing work on a deferment policy.
Councilmember Larson echoed support and said he wants continued work on a deferment piece. The council thanked staff for the effort and recorded a 6-0 vote to adopt the ordinance. Staff said another related section will be presented to the council at a later meeting so that immediate relief for some property owners is not delayed.
Staff will implement the ordinance changes and follow up with the subsequent related ordinance or policy on deferments that council members requested.
