The Oshkosh Common Council approved multiple land-use and development items on April 8, adopting a comprehensive land-use plan amendment, two zone-change ordinances and two development plan resolutions for separate properties.
The council approved Ordinance 25-160 to amend the comprehensive land-use plan from general commercial to light-density residential for property at the east end of Christian Drive; Ordinance 25-161 to change zoning at 2750 Vinland Street from heavy industrial to heavy industrial with a planned development overlay; and Ordinance 25-162 to change zoning at 1120 South Kohler Street from suburban mixed-use to suburban mixed-use with a planned development overlay. Planning Commission recommended approval on each item.
Separately, the council approved Resolution 25-171, a general development plan for outdoor storage at 2750 Vinland Street, and Resolution 25-172, a general development plan and specific implementation plan for a drive-through coffee shop at 1120 South Kohler Street.
Each ordinance and resolution was moved and seconded and carried on recorded roll calls, 6-0. Councilmembers did not raise substantive objections during the votes recorded in the transcript; staff noted Planning Commission recommendations in each case.
By consolidating the zoning and development approvals, the council cleared the way for property owners at Vinland Street to add outdoor storage under a planned development overlay and for a proposed drive-through coffee at South Kohler Street to proceed with its implementation plan. The Christian Drive parcel will be redesignated from general commercial to light-density residential in the comprehensive plan as part of the amendment adopted by the council.
Staff will follow up to file ordinance changes and oversee implementation and permit reviews according to the city's normal development review processes.
