Commission approves ordinance change to allow four rummage sales per year of up to four days each

The Plan Commission recommended approval of a change to Green Bay’s municipal code that increases the allowable number and duration of residential rummage sales. The commission approved the amendment and will forward the recommendation to the Common Council with the Planning Department’s endorsement.
Under the existing code, residents may hold up to three rummage‑sale events per calendar year, each lasting up to three days (nine total days). The amendment, sponsored by Alder Prophet (District 7), would allow up to four events per year with up to four days per event (16 total days). Planning staff told the commission the limit is a local policy choice and that inspection staff’s primary enforcement concern is accumulation of goods that may create parking or nuisance issues; staff did not object to a modest increase.
Alder Prophet said the request arose from constituent concerns, noting an elderly resident who asked for an extra day on either side of a sale to allow setup and cleanup. Staff and the alder agreed a modest expansion would address such situations without creating widespread nuisance problems. No members of the public spoke against the amendment at the hearing.
Commissioner Vinski moved to recommend the code amendment; Vice Chair Jacob Miller seconded. The motion passed on a voice vote. The change will be forwarded to the Common Council for consideration at its next meeting on April 15.
