Plan commission approves conditional use for digital billboard on West Mason Street; goes to council

The Green Bay Plan Commission approved a conditional use permit to allow a multiple‑message digital billboard in the 2400 block of West Mason Street, between Kaye‑Mason area properties and Plymouth Road. Staff recommended approval with conditions; the commission approved the conditional use and will forward the recommendation to the Common Council for consideration on April 15.

Staff said the existing off‑premise billboard would be reconfigured to a digital face and moved approximately 35 feet to accommodate site redevelopment. Because the sign location would remain greater than 200 feet from the nearest intersection, the proposed digital face can reach the maximum allowed area for a digital billboard (up to 650 square feet); the applicant proposed a 644‑square‑foot face. Staff’s recommended conditions require a finalized site plan that addresses future redevelopment, driveway and ingress/egress locations; a mechanism for Department of Public Works to turn off the sign if glare or interference creates a traffic hazard; and a 24/7 contact for the sign owner to resolve hazardous conditions.

Planning staff said the request is similar to a prior conditional‑use request approved in the city and noted that DPW will review sightlines and potential traffic impacts during the site‑permit stage. No members of the public spoke at the hearing.

Commissioner Vitsky moved to approve the conditional use permit with staff conditions; Commissioner Fowler seconded. The motion passed on a voice vote. The commission’s recommendation will be forwarded to the Common Council for its April 15 agenda.
